Robert P. Bedell, President Bedell is a former partner in the Washington, D.C. office of Venable LLP - one of the largest and oldest law firms in the Washington D.C. metro region. He was head of the firm's regulatory and legislative practice group. Bedell served for 15 years at the White House Executive Office of the President, Office of Management & Budget (OMB) in three offices under five presidents in OMB's most senior positions in the career Senior Executive Service and as a political appointee. He was deputy and acting general counsel for OMB and the deputy and acting administrator for the Office of Information and Regulatory Affairs (OIRA). Nominated by President Reagan and confirmed by the U.S. Senate, Bedell also served as the administrator of the Office of Federal Procurement Policy (OFPP) where he directed the federal government's policies, regulations, practices and legislative activities on all procurement matters. As administrator of OFPP and at OIRA he worked with the President's Task Force on Regulatory Relief chaired by then Vice President George H.W. Bush. Bedell was awarded the rank of Meritorious Executive by President Reagan, awarded the William A. Jump Foundation Award for Noteworthy Service in Public Administration and OMB's nominee for the Arthur Fleming Award for Outstanding and Meritorious Achievement. As president of the RPB Company, Bedell represents clients with regulatory, legislative, procurement and advanced technology problems involving federal and state agencies and Congress. He is a senior advisor to the president of the University of Baltimore and serves on the board of the Intuit Foundation. Bedell holds a J.D. from Washington University School of Law and a B.A. from Vanderbilt University.

Constance Carney Bedell, Vice President for Public & Legislative Affairs As a communications and public affairs professional, Bedell's responsibilities include legislative research and monitoring, public policy and political analysis for the RPB Company. Her expertise includes media relations, public relations, nonprofit corporation governance & management, small business marketing, political campaign consulting, legislative and policy development and grassroots advocacy networking & management. Active in higher education and state public policy in Virginia for over thirty years, Bedell was appointed by two governors to serve two four year terms as a trustee (Board of Visitors) for a public university. She held numerous board leadership positions and was elected to a statewide council for trustee education and development. She has served on the board of a community college educational foundation, the board of a public access television corporation, the board of an association of scholars and on numerous boards of civic, nonprofit and political associations. Bedell was appointed to the 1994 Governor's Commission on Government Reform and served on the Executive and Workforce Committees, which recommended ways to improve state services and restructure Virginia state government. Bedell's political activities have included campaign management, press relations and crisis management. She has been a guest speaker for local business associations and has conducted political candidate seminars. She has been a surrogate speaker for numerous presidential, congressional, gubernatorial and state political candidates. Bedell was a candidate for a Virginia House of Delegates primary. She was the executive director and manager of the successful 2002 Coalition Against the Tax referendum in Virginia. Bedell holds a master's degree in public administration (MPA) from Virginia Tech and a bachelors degree (B.A.) in government & politics from George Mason University.
